Foreign Property Suspension In Turkey

Following a decision by the Constitutional Court in Turkey, the Ministry of Public Works and Settlement has ceased issuing land title deeds to foreigners. The courts ruling has reduced confidence in the property market in Turkey. The Turkish government has been keen to attract inward investment and has previously relaxed elements of Turkeys restrictive property laws with the enactment of the Foreign Direct Investment Law (FDI) that removed limits on foreign land ownership. This new bill has been challenged in the Constitutional Court by 2 deputies in the Republican Peoples Party, arguing that there was insufficient clarity in subsections of the Foreign Direct Investment Law, and that the act unlawfully removed long standing limits on foreign ownership.

As a result of the legal challenge, all property sales to foreigners were stopped from the 16th of April. The constitutional court has cancelled one article of the FDI Law that allowed the government the authority to remove the 2.5 hectare limit on individual foreign land ownership.

The constitutional courts ruling, is an embarrassment to a government that has been eager to encourage the growth of tourism, and saw foreign ownership of resort property as a prime method. The foreign property investment market has seen over one and a half billion of inward investment in the last three years alone. A new act of parliament that seeks to overcome the problems raised by the court has been drafted, and the government is hopeful that this will shortly lead to a resumption of foreign land sales.

Ferry tours from Bodrum to Greece’s Samos Island will become operational in May in an effort to boost relations and commercial ties between Greece and Turkey, said the chairman of the Bodrum Trade Chamber.

Speaking during a promotional visit to Kos Island in Greece, Mahmut Serdar Kocadon said the volume of trade between Turkey and Greece had increased from $700 million to $5 billion in the past five years. He said they aimed to make use of this growth in commercial relations to aid the provinces along the Aegean Sea.

“We thus prepared a common tourism package in order to promote the historical and cultural values of both countries,” he said. “We will launch the ferry tours between the Aegean costal town of Bodrum and Greece’s Samos Island this May.” Georgios Kristis, Kos Trade Chamber chairman, said works were underway to promote commercial and cultural relations between Kos Island and Bodrum. Bodrum today a popular holiday resort with a yacht harbor, hillside villas and palm-lined streets, Bodrum was known as Halikarnossos that, in the time of Mausollus, became one of the great cities of the Mediterranean.

Mausollus’ father had ruled most of Caria and been recognized by the Persians as a satrap of the province. Though Mausollus continued to pay tribute to the Persians he has for practical purposes an independent ruler, controlling not only the hinterland but also most of the Greek cities of the coast together with neighboring island. The success of his policy depended on a fleet as well as on diplomacy and Halikarnossos provided him with a good harbor as well as a worthy site for his capital, which then enjoyed a prosperity it had never know before.

In later ages the city’s principal claim to fame was as the site of one the Seven Wonders of the World the magnificent sculptured tomb of Mausollus. But even this was shattered and forgotten when, in 1404, the Knights of St John began the construction of the almost impregnable Castle of St Peter to serve as an outpost of their headquarters at Rhodes. In 1522, when Halikarnossos finally fell to the Turks along with Rhodes, it was the last place in Asia Minor under Christian sovereignty.
